NOTICE OF WAIVER OF A PUBLIC HEARING: BYLAW NO. 2181

NOTICE is hereby given that the Council of the City of White Rock has waived a Public Hearing for proposed Bylaw No. 2181, in accordance with section 464(2) and 467 of the Local Government Act

BYLAW NO. 2181: “White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-16 – 15177 Thrift Avenue, 1461 to 1475 Johnston Road, and 15152 to 15154 Russell Avenue) Bylaw, 2017, No. 2181”.

PURPOSE: In general terms, the purpose of the bylaw is to reinstate the zoning of the subject lands to allow the number of dwelling units in Phase 3 (buildings 3 and 4) that were permitted on the subject lands immediately before the adoption of White Rock Zoning Bylaw, 2012, No. 2000. The practical effect of proposed Bylaw 2181 is to reinstate the number of dwelling units to be 248 apartment units (instead of the 202 units permitted under the current Zoning Bylaw) plus the 10 townhouse units shown on the 2011 building plans . The maximum gross floor area, maximum height, maximum lot coverage and the 2011 building plans are not altered by proposed Bylaw 2181. Bylaw 2181 also clarifies that this maximum density is achieved by way of the Owner providing for community amenities (namely sanitary sewer system improvements having a value of $436,471), in accordance with section 482 of the Local Government Act.

LANDS THAT ARE THE SUBJECT OF THE BYLAW:  15177 Thrift Avenue, 1461 to 1475 Johnston Road, and 15152 to 15154 Russell Avenue, legally described as:

  1. Lot 1, Section 10, Township 1, New Westminster District, Plan BCP38589,
  2. Air Space Parcels 1 – 3, Section 10, Township 1, New Westminster District Air Space Plan BCP39027
  3. Strata Lots 1 – 96, Section 10, Township 1, New Westminster District Strata Plan BCS3237
  4. Air Space Parcel 1 Section 10, Township 1, New Westminster District Air Space Plan BCP39026
  5. Strata Lots 1 – 129, Section 10, Township 1, New Westminster District Strata Plan BCS3236

as outlined in bold and described as 15152-54 Russell Avenue, 1461-75 Johnston Road, and  15177 Thrift Avenue on the “Location Map” forming part of this notice.
