February 19 - Public Hearing re Bylaws 2237 & 2238 (Adult Entertainment)

NOTICE is hereby given that the Council of the City of White Rock will hold a Public Hearing/Public Comment Opportunity in the City Hall Council Chambers, 15322 Buena Vista Avenue, White Rock, BC, on MONDAY, FEBRUARY 19, 2018 at 7:00 P.M. in accordance with the Local Government Act/Community Charter.  At the Public Hearing/Public Comment Opportunity, all persons who:

(a)   believe their interest in property is affected by the proposed Zoning Bylaw amendment described below; or

(b)   consider they are affected by the proposed Business Licence Bylaw amendment described below;

or both, shall be afforded a reasonable opportunity to be heard or to present written submissions and representations to the City Council respecting matters contained in the proposed amendment bylaws that are the subject of the Public Hearing/Public Comment Opportunity:

1)     BYLAW 2237:  White Rock Zoning Bylaw, 2012, No. 2000, Amendment (Adult Entertainment) Bylaw, 2018, No. 2237


The purpose of Bylaw 2237 is to amend White Rock Zoning Bylaw, 2012, No. 2000 to regulate adult entertainment uses by introducing a definition of the use, and to establish specific conditions of use, siting parameters, and parking requirements under which an adult entertainment use would be permitted in the CR-1 Commercial/Residential zone.  

Bylaw 2237 proposes to add specific regulations to the Zoning Bylaw to ensure adult entertainment uses are limited to existing automobile-oriented commercial properties along North Bluff Road without a liquor licence, where land use, urban design and noise-related incompatibilities can be minimized.

While there are no applications to operate an adult entertainment business in the City of White Rock, the provisions of the proposed Zoning Bylaw Amendment would effectively limit a potential adult entertainment use to portions of the commercial plazas at

15160 and 15176 North Bluff Road, and 1588 Johnston Road, and will establish the City’s land use regulations governing an adult entertainment use.

2)     BYLAW 2238:  White Rock Business Licence Bylaw, 1997, No. 1510, Amendment No. 6 (Adult Entertainment) Bylaw, 2018, No. 2238       


The purpose of Bylaw 2238 is to amend related policies in the Business Licence Bylaw to establish the City’s business regulations governing adult entertainment by restricting operating hours from 11am-11pm, prohibiting minors in the establishment, and restricting entertainers’ activities generally in a manner analogous to the  Liquor Control and Licensing Branch’s Liquor Primary Terms and Conditions.

Please Note: Correspondence that is the subject of a Public Hearing, Public Meeting, or other public processes will be included, in its entirety, in the public information package and will form part of the public record. Council shall not receive further submissions from the public or interested persons concerning the application after the Public Hearing/Public Meeting has concluded.

A copy of the proposed bylaws and associated reports and other records may be inspected in the Corporate Administration Office at White Rock City Hall, 15322 Buena Vista Avenue, White Rock, BC, from Wednesday, January 24, 2018 until Monday, February 19, 2018, between the hours of 8:30 a.m. to 4:30 p.m., excluding weekends and statutory holidays.
