A zoning amendment, temporary use permit, and a liquor (cannabis) license referral application has been submitted to enable the establishment of a cannabis retail store at 15053 Marine Drive. The rezoning application would add reference to the property within Section 4.1.3 of Zoning Bylaw allowing a temporary use permit to be issued for the store. The permit, if issued, would limit the cannabis retail store use to a period of three years, with an opportunity to renew the permit for another three years. The proposal does not seek to enlarge the existing structure but rather seeks to allow a new land use within the existing floor area of the building (approx. 110 square metres).

The purpose of the meeting is to introduce a proposed Zoning Bylaw Amendment and Major Development Permit application which, if approved, would allow for the construction of a 23 unit townhouse development at 1453 Stayte Road. The subject property is designated Urban Neighbourhood in the City of White Rock Official Community Plan (OCP). The property falls within the City’s Multi-Family Development Permit Area (DPA) and is accordingly subject to the guidelines set out in section 22.6 of the OCP.
The current zoning of the property is RS-1, being the One Unit Residential Zone. The proposed zoning would, if approved, create a Comprehensive Development (CD) Zone. The following table summarizes the existing RS-1 Zone standards and the proposed CD Zone standards.

A proposed Development Variance Permit (DVP) and Liquor License Referral (LL) application which, if approved, would allow for the establishment of a brewery at 1122 Vidal Street. The DVP application requests relief from the parking standards of the City’s Zoning Bylaw. The brewery is proposed with a maximum capacity of 50 persons. The Zoning Bylaw requires one parking space per 8 seats or 6 spaces for 50 seats whereas the property can accommodate a total of four off-street parking spaces.
The subject property is designated Waterfront Village in the City of White Rock Official Community Plan (OCP). The property falls within the City’s “Waterfront” Development Permit Area (DPA); no exterior alterations to the building are proposed save for business signage. As such a development permit application is not required.
The current zoning of the property is CR-3, the West Beach Business Area Commercial / Residential Zone.
